More第２回日中関係セミナー 「私のChina Watching 50年」講演要旨 多摩大学名誉学長 グレゴリー・クラーク氏 2014年3月12日（水）18:30~20:30 TKPスター貸会議室四谷 ＊私は１９５６年にオックスフォード大学を卒業後、オーストラリア外務省に入った。同時期に加藤紘一氏が日本の外務省に入り、私と同じ道をたどった。彼は台湾に派遣され、中国を学んでいる。私は外務省に入省後、香港に行き中国語を学んだ。自分で選んだわけではないが、当時オーストラリア人はアジア、特に中国に関心がなく、中国語を学ぶ募集があったが、２００人中ただ一人私だけが応募した。すぐ香港に派遣され、その時に台湾にもよく行った。ちょうど中国は大躍進の時期だった。中国の中を自分の目で見て回わり、ひどい餓死などは後でわかったが、農村で鉄を作る炉は小さくて全く意味のない代物で、それで鍋とかを作っていた。完全に狂っている感じだった。香港にいた時は中国人を尊敬していた。頭が良く、よく働き、香港フラワー等を一生懸命作っていた。大躍進の原因は毛沢東だった。私は６２年にオーストラリア外務省に戻った。 ＊１９６２年インドと中国の国境紛争のとき、私は中国デスクにいたので、多くの情報と資料を持っていた。紛争の発端は明らかにインドの挑発によるものだった。国境に係わる対立が生じた当初、中国は妥協案を示したが、インドは妥協案を呑まず係争地の全てを欲しがり、マクマホンラインを越え中国チベット領域に進軍した。このことはアメリカ、イギリスが認めている。それに中国が反撃したことに対して、西側諸国は中国の侵略と決めつけた。西欧諸国は平気で嘘をつくことをその時初めて知った。西欧諸国が強い態度を取ったため中国が撤退したと報じられたが、あの時は明らかにインドが悪かった。当時オーストラリア外務省は日本と同じような稟議制を取っていて、私は中国の批判をやめるべきで、明らかにインドの方が悪かったと書いて上に回したが、上司は中国とインドが戦争することはオーストラリアの利益になると考えていた。オーストラリアと中国は国交関係がなく、大使館も置いていなかった。私が中国に行くことも拒否された。 ＊その後、フルシチョフの自由化の時代に２年間モスクワに駐在した。フルシチョフは冷戦を止めたかった。６３年に中ソ論争が起こったが、同じ共産主義を標榜する国同士でなぜ起きたのか不思議でならなかった。同じ時期にベトナム戦争がエスカレートした。６４年１０月にフルシチョフが失脚して、ソ連は新しい体制（ブレジネフ第一書記、コスイギン首相）になったが、１１月にオーストラリア外務省から、新しいソ連のリーダーに会いたいとの連絡があった。私は当時一等書記官だったが、オーストラリアのハズラック外務大臣と一緒にクレムリンに行き、コスイギン首相、グロムイコ外務大臣に面会した。ハズラックは「ミスターコスイギン、あなたの悩みは解っている。中国は侵略的で、あなた方の新疆を奪おうとしている。（新疆は中国領なのに、全く無知であった。）ベトナムでも中国は侵略的で、北ベトナムは中国の傀儡で、南進政策を取っていてオーストラリアの方向に侵攻してきている。だから、我々西欧諸国、オーストラリアはソ連と組んで中国の侵略を防止すべきだ。」と主張した。それに対し、グロムイコは「ソ連は勇気ある北ベトナムを高く評価し、できる限り援助したい。中国にはもっと北ベトナムを援助してほしい。」と返答した。オーストラリアに帰国してからの記者会見で、なぜソ連に行ったのですかとの質問に対して、新しいリーダーに挨拶に行ったとだけ答えた。これが西欧諸国の外交の汚いやり方であり、また知識がなかった。 あとで解ったことだが、ハズラックは自分の考えではなく、アメリカに頼まれてやったことだった。アメリカは中ソ論争の意味が解らなかった。ソ連は穏健派で、中国・毛沢東は過激派という感覚。だからベトナム問題でソ連と協力できるのではないかと考えた。この分析は明らかに間違いだった。 ＊私は「In Fear of China」という本を書くために中ソ論争を説明しなければならなかったので、徹底的に調べた。１９５７年ソ連は中国に核兵器開発を援助すると約束した。中国は共産圏にリーダーが必要と考え、それをソ連に求めた。５８年台湾海峡危機が発生し、アメリカは台湾が負ける可能性ありと、核兵器使用を匂わせた。フルシチョフはアメリカと冷戦を止め、仲良くしたかったので、５９年１０月核兵器開発援助の約束を撤回したため、それに対して中国は激しく反発した。これが中ソ対立の真の原因で、西欧諸国の言う中国が侵略的というのは誤解だった。 ＊中国は大躍進の時期を終え、鄧小平、周恩来等穏健派の力が強くなり、合理的な国内政策を進めようとしていた。その中で６６年に文化大革命が起きた。１９６８年に私は「In Fear of China」を書き、イデオロギーを使った権力闘争になる、鄧小平と４人組が闘うと予測し、その通りとなった。周恩来は中間にいたが、鄧小平は追放された。周恩来は４人組と戦うには西欧諸国とパイプを作らなければならないと考え、７１年４月名古屋で行われた世界卓球選手権で、いわゆる“ピンポン外交”を展開した。アメリカを含めて、各国は中国への招待を受けて喜んだが、唯一行かなかった国はオーストラリアだった。その時、私はマードックの新聞社の東京特派員だった。私はベトナム戦争に反対し、６５年に外務省を辞めて、大学院で日本経済を研究していた。１年間日本に行く機会があり、日本の３つの魅力（山と食べ物と、もう一つ？！）を感じ、東京で特派員になっていた。オーストラリアチームが中国に行かなかったのは、政府の反対があったからで、オーストラリアには根深い反中世論があった。私が北京に電報を送り、やっとオーストラリアチームが招待され、私もその時招待された。１０年待っての初めての中国訪問であった。 次に中国に行ったのが７３年で、政府のグループと一緒に有名な公園に行った時の案内役が、何んと鄧小平であった。この時期、中国はまだひどい状態で、工場は物を作るのではなく、イデオロギーを作る所であった。変電器の工場を見学したが、みんな一所懸命働いているのを見たが、実は単なる演技で、たまたま戻って見てみたら工場は空っぽだった。 ＊天安門事件はいわゆる英語で言う“Black Information”。アメリカ、イギリス、オーストラリアが協力してのウソの情報だった。ちょうどゴルバチョフが訪中していた時期で、長い間学生達を広場から追い出さなかった。ゴルバチョフが天安門に入れず、大変メンツを潰されてしまった。６週間も占拠し、広場にはトイレも作り汚くなっていたので、追い出すことを決め、初めは武器なしで兵隊を送った。これはアメリカ大使館の報告書にあり、インターネットでも閲覧できる。大衆は兵隊が広場に入り込むのを妨害したため、翌日には武器が必要となった。大衆が軍に対して、ガソリンボンベを使って攻撃し、バスが炎上した。中国の人は滅多にガソリンボンベを使うことはないので、悪党が渡したのではないか。兵隊はまだバスの中にいたので、沢山の人が死んだ。その時の写真も残っている。広場の中では虐殺はなかった。スペインのテレビ局（ＴＶＥ）が一晩中待っていて、学生は３，０００人残っていたが、何も起きなかった。以上は全てアメリカ大使館の報告に記載されている。あの有名な戦車の前に立つ学生の写真が世界中に配信されたが、戦車が広場から出て行く時の写真で、学生は安全だった。では、なぜ天安門事件の大虐殺が世界中に報道されたか？３日経って、サウスチャイナ・モーニング・ポストの一面トップ記事が出て、ニューヨークタイムズのトップ記事になり、全世界に天安門に大虐殺があったとの情報が定着した。実際は何もなかった。こういう風に欧米の世論は完全に大虐殺報道に支配されてしまった。 ＊次は微妙な話だが、尖閣列島問題に入りたい。１９７１年、アメリカは沖縄諸島を日本に返すつもりだった。沖縄諸島と尖閣を別々に考えていた。尖閣は沖縄諸島の西側で、地域領域に入っていない。台湾は４３年のカイロ会議でアメリカに働きかけて、沖縄をアメリカと共同支配しようとした。４９年内戦に敗れた台湾に沖縄を渡す筈はもちろんなかったが、台湾は尖閣についてアメリカに働きかけた。尖閣列島はイギリスが１８世紀に発見して、「ペニクル・アイランド」と名付けた。中国では何百年前から釣魚島という名前があった。アメリカは沖縄は返すが、尖閣列島の所有権については何も言わなかった。 ７２年の周恩来・田中角栄会談で、尖閣列島については棚上げとし、田中も納得した。当時会談に同席した栗山条約課長も棚上げについて認めている。今になって日本政府は棚上げではないと言っている。平気で嘘をつき、今日の状況となった。中国は何度も棚上げの状態に戻したいと主張している。南シナ海でも紛争が起きているが、１９５２年の日華平和条約には、パラセル島とスプラトリー島を中国に返還するとはっきり書いている。その条約を書いたのはアメリカである。Black Informationは今でも平気で続いており、南シナ海でも中国の侵略と非難されており、そういった意味では中国はちょっと可哀そうだと思う。中国にも責任があり、中ソ論争とか文革で誤解されていることもある。私は中国の悩みや努力を充分理解もし、評価も期待もしている。 ＊日本と韓国の間が酷い状態になっている。新聞や本等で“バカな韓国人・・・”が平気で販売されている。韓国が中国寄りになって一番困るのはアメリカであり、東アジア外交が台無しとなってしまう。だから、水面下でそうならないように一生懸命努力している。 〈質疑応答〉 Ｑ：天安門事件については訂正してほしい。報道された程ではないが、実際に虐殺はあった。人民日報では約３００人が死亡したとの報道があり、共産党自身も認めている。 Ａ：広場の周りでは、攻撃され一部の兵隊が暴走して民衆を攻撃したのは事実である。但し、広場の中では虐殺はなかった。コロンビア大学の報告では、虐殺報道をしたサウスチャイナ・モーニング・ポストの責任と明確に書いてあり、しかし、記事を書いた本人は行方不明となり、名前もわからない。 Ｑ：安倍首相の戦後レジームの解体についてのお考えは? Ａ：私が日本に来た時は本当に平和で、魅力的な国だった。ＮＨＫも素晴らしいドキュメンタリーを作り、以前の日本が悪いことをしたと認めていた。南京事件もさることながら、７３１は否定のできない事実であった。私の著書の「ユニークな日本人」は右翼、保守派に大変人気があった。保守派は、進歩派が優勢だったので長い間我慢をし、 今は完全に逆転している。その責任者の一人は櫻井よしこで、彼女はだんだん右寄りになり、講演会で人気となり、保守派が勢力を増した。ＮＨＫもだんだん右寄りになり残念だ。ひどいのは産経新聞だが、駅の売店なんかでは、読売新聞と同じようによく売れている。日経新聞も進歩的だったが、完全に右寄りとなった。 Ｑ：アメリカが１９７１年に沖縄を日本に返した時の思惑は？ ①尖閣の所有権について主張する権利がない②将来の紛争のタネにするため、わざと所有権を曖昧にした。のどちらと思うか? Ａ：１９４３年のカイロ会談では、ルーズベルトは沖縄を中国（当時は国民党）に任せようとしたが、蒋介石はアメリカとの共同管理を提案した。終戦後台湾ロビーが積極的に動いたが、当時のアメリカは台湾ロビーを満足するために、所有権を曖昧にした。 Ｑ：天安門で報道されているような虐殺がなかったなら、中国は堂々とそれを主張すれば良いのに、隠そうとしているのはなぜなのか？ 尖閣列島を棚上げにするのは一つのアイデアと思うが、具体的にどうすればよいのか？ Ａ：石原慎太郎が手を出さなければ、また国有化をしなければ棚上げの状態はそのまま続いていた。鄧小平が言ったように、所有権は将来の問題として、次世代に共同領土とすればよい。具体的にどうすればよいかについては、日本人が性質を変えなければならないだろう。アメリカ局長の吉野文六氏が密約は存在すると発表した翌日に、安倍首相は国会答弁で密約は存在しないと平気で嘘をついた。建前と本音が違うというのは日本人独特の性質であり、中国も含めて外国人とは異なる。日本は本件についてはもっと大人らしく振舞うべきだ。日本では面白い現象があり、誰かが何かを発表してもマスコミはすぐあの人の真意は違う所にあるのだと書く。 Ｑ：今の中国の指導者についてどう思うか? Ａ：中国の新しいリーダーシップにかなり期待している。特に腐敗については。今の腐敗はどうしようもなく、必ず強い反発が出てくるだろう。今のリーダーシップはそれが解っていて、本格的に何かをやろうとしている。問題はバブルで、日本は固定資産税 で上手くコントロールしているが、中国では上海と重慶だけが固定資産税をかけている。一人っ子政策も早く止めるべきだったが、中国は案外暢気な所がある。 Ｑ：日中国交正常化の時に、周恩来と田中角栄が棚上げに合意したというのは事実であり、当時の読売新聞の社説でも棚上げ支持と書かれていた。なぜ棚上げが文章として残らなかったか？ Ａ：文章としては残っていない。周恩来は言ったが、田中角栄ははっきり返事をしなかったという情報もある。田中方式で「よっしゃ、よっしゃ」でなかったか。そういった意味では棚上げが１００％決まった訳ではない。７８年に鄧小平は次の世代に任そうとはっきり言ったが、それに対して当時の園田外相はノーとは言わなかった。 Ｑ：堤清二さんの大平正芳の生涯について書かれた「茜色の空」で、その際のやりとりが詳しく書かれている。ほぼ合意していたが、最後その部分が残り、大平が根回しして 周恩来と話をして、最終的に田中に言わせたということが詳しく書かれている。 Ａ：当時親台湾派が自民党の中に沢山いたので、そういう人達を怒らせたくなかったので、はっきり文章にしなかったのではないかと私は思う。 Ｑ：韓国が中国寄りになり、日本が孤立するというお話があったが、日中韓の関係を促進するために、若い人に何を期待しているか? Ａ：田母神さんの講演会に行ったら、半分以上が若者だった。日本の若者は保守的で期待できない。韓国はbalance of powerがあるので、期待できる。若者による交流改善は、今の日本の状態だと無理。しかし、最近の韓国の動きを見て、多少展望が開けてきた。 アメリカもバックアップするでしょう。あのvery disappointedは大変意味がある。アメリカがバックアップしないと日本は中国と韓国に対抗できないでしょう。
